The card, which can be used anywhere MasterCard is accepted, has no annual fee and a rewards program that can be redeemed to a PayPal account. As of 2015, the card offered double rewards points for Ebay and PayPal purchases, and triple points for gas and restaurant purchases.

Login to the PayPal Extras MasterCard webpage with the email address and password associated with the account. The application will auto-populate with personal information from your account. Fill in the fields that remain blank, such as your income and card design preference. Read the terms and select "Agree and Continue."

Create an Account
If you don't have an existing PayPal account, you will need to create one before you can apply. Go to the PayPal Extras MasterCard website and click on "Create a PayPal account and apply for the PayPal " link. Complete the application and click on the "Agree and Continue" button. Once the account is established, it takes you to the online application for the credit card.
Smart Connect Card Option
If you are not approved for the PayPal Extras MasterCard, you may still qualify for the PayPal Smart Connect card. It's good wherever PayPal is accepted, but doesn't have the benefits of a MasterCard such as an extended warranty and roadside assistance. PayPal periodically sends out invitations to Smart Connect customers inviting them to apply to switch to the PayPal Extras MasterCard. This is the only way to switch.
Credit Limits and Turnaround Time
PayPal determines a credit limit at the time of approval. A credit limit increase is possible after the account is open for 90 days. A credit line equal to your credit card limit is added to your PayPal account instantly. The card arrives by mail within seven to 10 days and must be activated before use.
